Water connection: from the request to the installed meter
The actual steps involved in setting up a water connection, from the technical connection approval to the sealed meter, and where time is usually wasted.
A water connection seems like a quick job—just a few meters of pipe from the street main to the property line. In practice, the actual installation takes one or two days, and the remaining few weeks are spent waiting for permits. The difference between three weeks and three months comes down to the order in which you submit the paperwork.
What’s Required Before Any Excavation
The first step isn’t with the contractor, but with the water utility: you submit an application for a technical connection permit, along with the zoning certificate, site plan, and title deed. The utility company determines the connection point, as well as the diameter and type of the water meter chamber.
Only after receiving the technical approval can you proceed with the design and the building permit, if the project requires one. Many people do it the other way around—they order the pipe and call in the heavy equipment—and then discover that the approved connection point is on the other side of the street.
Execution
- marking the route and obtaining agreements from other utility owners in the area
- excavation, done manually in areas with existing utilities, mechanically elsewhere
- laying the pipe on a bed of sand, below the frost line
- Installation of the water meter chamber, including a valve, filter, and check valve
- Pressure testing, flushing, and disinfection of the pipe
- Sampling for the potability report
- Restoration of the road system or affected green space
Acceptance and Contract
The operator attends the acceptance inspection with the report on concealed work, the potability certificate, and the sketch of the completed route. If any documents are missing or do not match the completed work, acceptance is postponed, and the meter remains unsealed—meaning you won’t have metered water, no matter how correctly the pipe was installed.
That is why we hand over the project with a complete set of documents, in the format required for acceptance. It’s the part that isn’t visible in the estimate, but which determines whether you’ll have water this month or the next.
