Utility Network Work in Cold Weather: What Can and Cannot Be Done in Winter
Below 5 degrees, some work continues as usual, while other tasks cannot be carried out without taking certain precautions. What can be scheduled for the winter.
The question comes up every November: Can we still start the work, or should we wait until spring? The answer depends on the type of work. Some operations are practically unaffected by the cold, while others cannot be performed properly below certain temperatures, no matter how much the client insists.
What Works Without Problems
Excavation and pipe laying continue as long as the ground isn’t frozen deep down. Polyethylene can be welded even at low temperatures, provided cooling times are adjusted and the weld area is protected from the wind—the wind cools the joint faster than the cold itself.
The assembly of metal structures and interior plumbing work, carried out in heated indoor spaces, proceed normally throughout the winter.
What Requires Special Measures
- Concrete: below +5°C, setting slows significantly, and below 0°C, the water in the mix freezes and the concrete no longer achieves its design strength; additives, heated water, and surface protection are required
- Asphalt pavements: These must be laid within the temperature limits specified by the standards; otherwise, the mix cools before compaction, and the layer remains permeable
- Paving: Wet sand that freezes in the joints causes the pavers to lift when the ice thaws
- Pressure tests and flushing: Water in uninsulated pipes freezes between the test and acceptance
How to Plan Wisely for Winter
The cold season is ideal for underground work and interior tasks, while surface work—such as asphalt, paving, and exterior concrete—should be left for spring. This way, the construction site continues to make progress instead of coming to a standstill for three months.
In practice, a well-planned project means: utility lines laid and tested before the first frost, the fill and subbase completed, and the final pavement poured in March–April. The ground stabilizes over the winter, and any settlement occurs before the final layer is laid, not after.
We do carry out work during the winter, taking the necessary precautions, but we make it clear from the start what can be done properly and what cannot. A project completed just barely meeting the standards to be finished this year will have to be redone next year.
